I burned my brand new MoBo ECS 945GZT M with a bad PSU. Something burned near the F_Panel pin's (maybe a capacitor, resistor or FET) Now with a new PSU I cannot start my MoBo normally with PWR_SW pin's I must short Green (PS_ON) and Black (GND) cable at the ATX connector to start up my Mobo. On this videdo : my Motherboard (with CPU and RAM), a new PSU , an USB keyboard, a VGA monitor and a "PC analyzer" card (POST PCI/ISA Diagnostic card)
